Is My Son's SSI Countable Income for Pennsylvania Public Housing?

The cost of housing can strain an already tight budget. For Pennsylvania residents who are struggling with providing affordable and safe housing for their families, the Department of Housing and Urban Development, or HUD, offers subsidized housing for qualified households. Applicants must meet income guidelines in order to qualify. Among other sources of income, a child's monthly SSI benefit will be included in the household's income for purposes of qualifying for subsidized housing.

Public Housing Programs

Public housing programs in the United States are funded by the federal government but are administered by each individual state. Public housing in Pennsylvania comes in two basic forms: tenant based and project based. Project-based housing is what most people think of as the old Section 8 housing. Project-based housing consists of entire apartment or housing complexes that are devoted to subsidized housing. When a renter leaves, the subsidy stays with the unit for the next renter. Tenant-based housing, or housing choice vouchers, allow the recipient to choose her own housing from a private landlord. The voucher is portable, meaning when the tenant moves the voucher can move with her to the next unit as long as she continues to qualify.

General Eligibility

In order to be eligible for public housing, all household members must be U.S. citizens or eligible noncitizens. The Pennsylvania public housing authority will check into the household's assets and background as well as collect income information. A disabled child may entitle the family to a preference on the waiting list for housing.

Income

By federal law, eligibility for public housing is based on household income. The household income must be below 50 percent of the median income for the county or metropolitan area. Although households at 50 percent of the median income qualify, the law also requires 75 percent of the available public housing to be awarded to households who are at, or below, 30 percent of the median income. Income includes both earned and unearned income. A child's SSI benefit is considered income; however, at time of publication, a deduction of $480 is also allowed for each dependent or person with a disability which may offset the majority of the SSI income.

How to Apply

In order to apply for public housing in Pennsylvania you must apply to a local public housing authority, or PHA. The HUD website offers a complete list of all PHA's in Pennsylvania (see Resources). As there is generally a lengthy waiting list for public housing, you may wish to increase your chances by applying to more than one PHA. In addition, make sure you mention that you have a disabled child as you may be given a preference that will move you up on the list.
