How to Redeem Housing Vouchers in Ohio

The federal government's Housing Choice Voucher program existed since 1983 when it was added as a sub-program of Section 8. Under the HCV program, families with a household income of less than 50 percent of the median for the area are eligible for rental funding assistance. In Ohio, Public Housing Agencies in 15 centers, including Akron, Cincinnati, Columbus, Cuyahoga, Portage and Tuscarawas administer the program. The PHAs administer the program using federal funds provided by the U.S. Department of Housing and Urban Development.

    Apply for your housing voucher from participating Ohio PHAs. You should be honest about family information and your income as the PHA will verify all your information, including a criminal record screening. The PHA will also contact former landlords for a reference and perform a credit check.

    Find suitable housing for yourself and your family in one of the Ohio PHA areas. The voucher program supports both registered low income housing units as well as independent housing, so you can search for your own accommodation and apply to the landlord to accept the housing voucher. While finding a home is your responsibility, the Ohio PHAs have listings of approved housing developments that may help you to find a property that conforms to the agency's required minimum health and safety standards.

    Calculate your budget to make sure that you can afford the property you want to rent. The voucher program pays the difference between 30 percent of your household income and the Fair Market Rent, or FMR, of the property, based on average rentals in the area. If you choose a rental that costs more than the area's FMR, you must prove that you can pay the difference between the amount of the financial assistance and the total rent.

    Sign the required lease for your new home. You may need to pay a security deposit to the landlord, so ask before signing whether this is the case and budget for it.

    Redeem your voucher by moving into the home and paying your portion of the monthly rental to the landlord. The Ohio PHA will pay the approved subsidy amount directly to the landlord on your behalf.

    Fulfill the conditions of the lease by keeping the property in good condition while you are living in it, paying your rent on time and making sure you obey the rules of the development. You will be required to undergo an annual inspection of your home while you live there under the voucher program.

    Provide updated personal information regularly to the PHA. If your income or family situation changes during the period of the lease, you must notify the PHA and keep your records current.
