Home Tenant-Based Rental Assistance
The United States Department of Housing and Urban Development provides housing grants to income-qualified households. These programs are intended to ensure that low-income families have affordable housing options in safe and decent conditions. The local public housing authority administers HUD's tenant rental assistance program across the United States. To apply for rental assistance, you must submit an application to the housing authority along with supporting documentation. Since funding is limited, you may be placed on a waiting list.
Section 8 Housing Choice Voucher
HUD provides rental assistance to very low income families that need help to pay their rent. To qualify for a voucher, the family's income cannot exceed 50 percent of the area median income. HUD requires the housing authority to target families with income less than 30 percent of the area median income. These families will be admitted into the program before families with higher incomes. Tenants with Section 8 vouchers are responsible for paying 30 percent of their income toward rent. HUD pays the remaining portion of the rent. Section 8 voucher recipients are allowed to choose any rental housing that will accept a voucher as a form of payment.
HUD Public Housing
HUD's Public Housing Program also allows renters to pay 30 percent of their income toward rent. To apply for a Public Housing unit, your income cannot exceed 80 percent of the area median income. Unlike the Section 8 Housing Choice Voucher Program, the tenant is restricted to the housing unit that she is admitted to. She does not have the option to choose a rental outside of the housing development. To qualify for rental assistance, all household members must pass citizenship and criminal background requirements.
Temporary Assistance
The Homelessness Prevention and Rapid Re-Housing Program helps homeless families and those at-risk of becoming homeless temporarily pay their rent. The family can qualify to receive 18 months of rental and utility payments. The months do not have to be consecutive, as delinquent rent payments qualify to be covered with the housing grant. Families that already have been evicted can receive money to pay for a security deposit, as well as rent and moving expenses. To qualify for help, the family's total household income cannot exceed 50 percent of the area median income.
Rental Assistance for Veterans
The U.S. Department of Veterans Affairs (VA) has several housing programs for veterans and homeless veterans. HUD provides Section 8 Housing Choice Vouchers to the VA to help homeless veterans pay their rent. Veterans that qualify for a voucher through this program are homeless and need case management services to ensure they can maintain an independent lifestyle. The Supportive Services for Veteran Families Program provides temporary rental assistance to veteran families. To qualify for a grant, the family's income cannot exceed 50 percent of the area median income. The family can help to pay for rent, a security deposit, utility fees and other moving costs.
