Help With HUD Housing
The U.S. Department of Housing and Urban Development (HUD) helps low-income families obtain safe and decent housing. HUD's programs help lower the rent so that families keep more money in their pockets. HUD also provides homeownership opportunities to those who would not typically qualify for a home purchase. You can call the local public housing authority to find out what housing programs are available and if you qualify for help. Since funding is limited, you may be placed on a waiting list.
HUD Public Housing Program
The Public Housing Program provides a project-based rental subsidy to multifamily and single-family homes. Tenants who reside in a federally assisted unit pay 30 percent of their income toward rent. HUD pays the remaining portion. To qualify for a public housing unit, the tenant's income cannot exceed 50 percent of his area's median income. The tenant must also be a U.S. citizen or eligible non-citizen to qualify for admission. Some public housing facilities are restricted to seniors or people with disabilities.
Section 8 Housing Choice Voucher Program
HUD also provides funding for the Section 8 Housing Choice Voucher Program. The tenant-based rental subsidy allows renters to live in conventional housing units and pay 30 percent of their income toward rent. HUD's goal is to integrate low-income families into mixed income housing. To qualify for a Section 8 voucher, the family's income cannot exceed 50 percent of its area's median income. Applicants who have drug-related criminal activity in their history or those subject to lifetime sex offender registration will be denied a voucher.
Homeownership Voucher
Section 8 voucher recipients may be eligible to convert their rental assistance payment into a mortgage subsidy. The homebuyer is responsible for paying 30 percent of her income toward the mortgage payment; HUD pays the remaining portion. To qualify for a homeownership voucher, the homebuyer must have had steady income for at least a year that does not include welfare benefits. The homebuyer must be able to qualify for a loan with a lender. The family is required to attend homeownership counseling.
HUD-VASH Program
HUD has provided 20,000 Section 8 vouchers to the Department of Veteran Affairs. Homeless veterans are eligible to receive a HUD-VASH voucher to subsidize a portion of their rent. HUD defines "homeless" as someone who lacks an adequate nighttime residence. Veterans who sleep in public places or in an emergency shelter are eligible for help. The veteran must agree to participate in case management services to ensure he can maintain his residential stability. The veteran's family is able to reside in the housing unit as long as the veteran maintains his eligibility requirements.
