Emergency Help for an Eviction in Oregon

Landlords in Oregon must complete a process to legally remove a tenant -- but once the eviction process is initiated, tenants have a limited amount of time to respond. Typically, people experiencing eviction for nonpayment of rent need immediate funding to remain in their homes. Oregon's Housing and Community Services division offers several programs to qualified individuals with low or very-low income.

Emergency Housing Account

Oregon's Emergency Housing Account provides assistance to people at risk of becoming homeless with low or very-low income. The program pays one to two months for rent or mortgage on behalf of qualified applicants once every two years. The individual applying must prove they are the primary resident of the unit and provide a lease or mortgage agreement, income verification and citizenship documentation. Applicants can contact their local community action agency to complete an application.

Emergency Shelter Grant

Oregon implemented the Emergency Shelter Grant program to provide funds to expand, improve and maintain existing shelters. The program underwent modification to offer services for the prevention of homelessness. Limited funds are available to help families pay rent or utilities, and the local community action agency can assist applicants with completing their request.

Housing Stabilization Program

The Housing Stabilization Program targets families with children who are at risk of becoming homeless. The Children Adults and Families Division of the Oregon Department of Human Services works with lead agencies to distribute the funds. The program also offers funding for relocation due to domestic violence, property taxes to avoid foreclosure and mortgage payments.

Other Programs

Oregon also offers programs for people who cannot avoid eviction and need assistance obtaining suitable housing. The Low Income Rental Assistance program provides funds to households who do not qualify for other programs. The HOME Tenant-Based Assistance Program subsidizes rental payments for six months to one year for low-income households. The Rent Guarantee Program provides training to people with poor rental histories. Upon completion of the classes, applicants are given a document that guarantees the landlord payment for unpaid rent or damages, which increases the chances of obtaining suitable housing.
