Alabama HUD Apartment Income Guidelines

HUD apartments generally are available via one of two programs -- the Section 8 or public housing initiatives. Through Section 8, HUD subsidizes the market rate rents on apartments families lease from private landlords. HUD also owns and operates low-rent public housing units. Both programs use HUD's latest income limits to determine eligibility. While the income categories HUD uses are the same in Alabama as they are everywhere else in the nation, specific numbers do vary by household size and location.

Low-Income

    HUD's low-income category includes households whose combined annual earnings total 80 percent or less than their area's median income. HUD accepts public housing residents from this group, but not Section 8 applicants. Throughout Alabama, these numbers vary by county and metropolitan area. They also increase and decrease in correlation with family size.

Very Low-Income

    HUD's very low-income category consists of households with annual incomes at or below 50 percent of their area's median income. HUD accepts public housing applicants from this category and caps Section 8 eligibility at it.

Extremely Low-Income

    Both of HUD's key rental assistance programs target families in the extremely low-income classification. Extremely low-income households have earnings that equal 30 percent or less of their area's median income. In Alabama and elsewhere, HUD requires local housing agencies distribute no less than 75 percent of its Section 8 assistance and no less than 40 percent of its public housing assistance to extremely low-income households.

Example

    A five-person family residing in the Birmingham-Hoover, Alabama metropolitan area is at 80 percent of the area's median income with earnings of $53,300, as of 2010. HUD considers the same family very low-income at $33,350 and extremely low-income at $20,000. These levels drop to $44,400, $27,800 and $16,650, respectively, in the Dothan, Alabama metro area. They rise to $22,050, $36,750 and $58,880, respectively, in the Huntsville, Alabama metro.
