Tenant Rental Assistance
The U.S. Department of Housing and Urban Development (HUD) provides rental assistance grants to income-qualified households. You do not have to have dependents to qualify for rental assistance. These programs are administered through the public housing authorities. HUD's goal is to ensure low-income households have decent and affordable housing options. Since demand for rental assistance is high, a housing grant may not be immediately available. In this case, you will be placed on a waiting list before you receive rental assistance.
Section 8 Housing Choice Voucher
The Section 8 Housing Choice Voucher Program allows tenants to pay 30 percent of their income toward rent. HUD pays the remaining portion of the rent directly to the property owner. To qualify for a Section 8 voucher, the total household income cannot exceed 50 percent of the area median income. HUD has established the income limit levels for every county in America. Once the family is determined eligible for a voucher, it will be able to choose a rental unit to live in and have a portion of the rent subsidized.
HUD Public Housing
HUD also provides tenants who live in public housing a rental subsidy. They are also allowed to pay 30 percent of their income toward rent. Public housing programs allow families with incomes up to 80 percent of the area median income to apply for help. Some public housing programs are restricted to seniors or people with disabilities. These programs provide additional services to the tenants, such as a meals program or transportation services. To qualify for a public housing unit, the tenant must meet citizenship requirements and pass a criminal background screening.
Homelessness Prevention and Rapid Re-Housing Program
HUD's Homelessness Prevention and Rapid Re-Housing Program provides temporary rental assistance to families in danger of becoming homeless or those who have already lost a home to foreclosure or eviction. The family can apply to receive a grant to pay for rent and utility expenses for up to 18 months. To qualify for a grant, the household income cannot exceed 50 percent of the area median income. For families that have already lost their homes, they can receive help to pay for a security deposit, rent and other moving expenses.
HUD-VASH Voucher
HUD and the Department of Veterans Affairs have created a partnership to provide 20,000 Section 8 housing choice vouchers to homeless veteran families. To qualify for a voucher, the veteran must lack an adequate nighttime residence; for instance, his primary nighttime residence is a public place or an emergency shelter. The veteran will have to participate in case management services to obtain a voucher. This ensures he can maintain an independent lifestyle. The veteran's family is allowed to live in the unit with him, as long as he is the head of household.
