Subsidized Housing Types in MA

Housing subsidies in Massachusetts range from public housing to housing vouchers and first-time home buyer programs. All housing subsidy programs available in Massachusetts require contact with local housing authorities for applications and information about the programs offered in each locale. Many programs have long waiting lists; but once accepted by one Section 8 housing authority, tenants can later transfer their subsidies out to other locations.

Public Housing Units and Elderly and Disabled Assisted Living Units

    Massachusetts has 253 Housing Authorities which manage public housing units available to low-income residents. Most public housing is only available to families, the elderly and disabled residents; there are few pubic housing units available to single persons. Assisted living is available for the elderly and disabled. Tenants in pubic housing pay a percentage of their income for rent; preferences are given to people who are homeless due to natural disasters or public actions, and people with emergency needs, like domestic violence victims. Contact the Housing Authority nearest the public housing unit you desire to rent. Housing Authorities can also provide you with lists of public units with vacancies.

Section 8 Housing Choice Voucher Program

    The Section 8 Voucher Program is a federally funded subsidy which works with local Massachusetts housing authorities to give rental assistance payments to independent landlords, who in turn rent to low-income tenants who qualify for the voucher program. Eligibility for this program is based on gross income, and tenants pay a percentage of their income for rent. There are waiting lists for most housing authorities' Section 8 voucher programs in Massachusetts, but preference is given to applicants who are homeless or living in substandard housing and to people who are involuntarily being evicted. Local housing authorities decide which groups will receive priority over others on waiting lists, and residents can be on more than one housing authority's waiting list for this voucher program.

    The Massachusetts Rental Voucher Program (MRVP) was formerly known as the Chapter 707 Program. The tenant-based voucher allows recipients to choose any housing that meets the standards of the state sanitary code. Eligibility is based on income, household size and geography, and tenants pay a percentage of their gross income for rent. Massachusetts Alternative Housing Vouchers are rental assistance vouchers for applicants who are disabled but under 60 years of age. Tenants pay a percentage of their income for rent, and the vouchers can be used at any rental unit which meets the program's requirements. Applications for these programs are available at local housing authority offices.

Home Ownership Subsidies

    Massachusetts runs several low-income home ownership programs. Their First-Time Home Buyer program offers down payment and closing cost assistance for new home buyers, as well as tax credits, education and mortgages. Recipients must meet low-income eligibility requirements. Affordable units for sale which have first-time buyer assistance from this program are listed on the program's website.
