What Are the Qualifications for Temporary Rental Assistance in New Jersey?
New Jersey offers several resources for rental assistance if you find yourself in a position where you're unable to afford your housing. Some are temporary for use in an emergency. Others offer more extended relief. In each case, you must meet certain requirements to qualify, involving both paperwork and income.
Emergency Assistance
New Jersey's Emergency Assistance program will give you up to three months' past-due rent or utility payments if you fall behind. Its purpose is primarily to prevent eviction or having your heat or electricity turned off. However, you must be receiving Supplemental Security Income or be enrolled with Work First New Jersey to qualify. WFNJ is New Jersey's welfare reform program. If you qualify and you're facing eviction, take the eviction notice to the welfare office in your county. You'll also need proof regarding why you've been unable to pay your rent.
State Rental Assistance
The State Rental Assistance Program is funded by New Jersey. Some of the program's funding is reserved for senior citizens and disabled persons. Another percentage is set aside for homeless families with children. Any money the program has left over goes to other needy individuals. You must earn less than 40 percent of New Jersey's median income to qualify. This was $68,444 in 2009. Your entire family cannot earn more than about $27,377 to be eligible for S-RAP.
Tenant-Based Assistance
The United States Department of Housing and Urban Development funds New Jersey's Section 8 Tenant-Based Rental Assistance Program. The qualifications are a little less stringent. Your family can earn up to 50 percent of the state's median income, or $34,222 as of 2009. With Section 8 assistance, you pay a portion of your rent yourself, up to 30 percent of your income depending on your income level. The program steps in to pay the balance each month through vouchers given to your landlord. If you qualify for Section 8, you can stay on the program as long as you like. It can be a temporary measure or more long term, if your financial situation doesn't improve.
Tips
Even if you earn 40 percent or less of New Jersey's median income to qualify for S-RAP, this might not guarantee that you receive assistance. Seventy-five percent of the program's funds, after assisting seniors citizens, the disabled and the homeless, is dedicated to families with incomes less than 30 percent of the median income. If your income falls between 30 and 40 percent below the median, the program might place you on a waiting list, depending on its available funding. Seventy-five percent of HUD's Section 8 funding is also reserved for families who earn less than 30 percent of the median income. If your income falls between 30 and 50 percent, Section 8 might not be able to help you immediately, depending on how much money the federal government has been able to give the state for the program.
