Landlords & Section 8 Housing
The Section 8 program of the U.S. Department of Housing and Urban Development (HUD) can help provide tenants for a private landlord. Under the program, the tenant is expected to pay 30 percent of his monthly income for rent, and the voucher will pay the remainder. If you want to be able to advertise your property to tenants with a Section 8 voucher, you have to go through an approval process.
Housing Authority
The Section 8 voucher system is administered for HUD by public housing agencies in each county and municipality. HUD provides a searchable list of these agencies on its website. Contact your local office to initiate the approval process.
Approval
Once you have indicated your willingness to participate in the Section 8 program, you will receive a visit from an inspector who will examine your rental property. She will list any upgrades necessary before you can be approved. The inspection looks at the condition of each room in the unit, and the provision of a basically habitable and safe environment. Common issues might include smoke detectors, window locks, stair railings or plumbing repairs.
Rent
You will be expected to offer your unit at a fair market rent when accepting Section 8 tenants. Your local housing authority will do an assessment of local rent levels and set a payment standard. The tenant will be expected to pay 30 percent of his monthly income for the rental, and his Section 8 voucher will pay the rest, up to the preset payment standard. This portion of the payment will be mailed directly to you. Tenants are allowed to pay up to 40 percent of income for rent, but no more. If you want to increase your rent when the lease is renewed, you must get HUD approval.
Screening
The public housing authority does not screen tenants who are using Section 8 vouchers You should do your own screening before agreeing to rent to a particular tenant, taking references and doing credit and criminal-background checks. You may take a security deposit and the first month's rent.
