Housing Assistance for SSI Recipients

There is no housing program that ties directly to the Supplemental Security Income (SSI) program, but there are programs that provide housing support to individuals that qualify for SSI. Public housing and Section 8 programs are federally supported activities that provide housing assistance to the same elderly and disabled constituency that the SSI program supports.

SSI Defined

    SSI is a monthly stipend provided by the Social Security Administration (SSA) to qualifying elderly, blind or otherwise disabled individuals who are impoverished. Funded by general federal tax revenues as opposed to Social Security taxes, the stipend is meant to provide beneficiaries their basic needs. SSI beneficiaries need to be older than 64, blind, or disabled, either physically or mentally. The program participants have "limited income and resources." What constitutes limited income varies by state, but to qualify participants can only have $2,000 of assets as an individual or $3,000 if they are married. SSI is a program of last resort; participants only qualify after they have applied for all other programs.

Public Housing

    Public housing is a federal program administered by the Department of Housing and Urban Development (HUD). The program creates Public Housing Administrations (PHAs) throughout the country to create and provide "decent and safe rental housing" eligible families, the elderly and people with disabilities. The PHAs manage and operate the housing developments in their jurisdiction, and HUD subsidizes the PHAs so that they can do their work. To qualify, the individuals must have a low gross income; be elderly, disabled or have a family; and must be a U.S. citizen or an eligible immigrant. The gross income component is based on the median income of the area where the housing is located, which means that income qualification standard varies. If a person qualifies, the PHA will determine the participant's rent based on his income and financial circumstances.

Section 8 Programs

    Section 8 programs are a series of vouchers provided to low-income families and individuals who are elderly and disabled. Under this program, the PHA establishes a maximum rent based on the local standards for the area as defined by HUD. If the individual can find a domicile that has rent and utilities that is equal to or less than that amount, the PHA will enter into a housing assistance contract with the building's owner. Under this contract, the tenant will generally be required to pay 30 percent of his monthly adjusted income in rent and utilities while the PHA will pay the remainder of the rent. Participation is limited to parties who are citizens or specified categories of noncitizens, and the person's income may not exceed 50 percent of the median income for the area in which he lives.
