Can I Apply for Section 8 in Another State If I'm on Public Housing in Another?

Low-income households benefit from relocating to a city with a better economy, schools or quality of life. The public housing subsidy helps families afford suitable housing, but the subsidy remains with the property. The Housing Choice Voucher program, informally known as Section 8, offers greater flexibility in selecting a home. Tenants can transfer into the Housing Choice Voucher program as long as they meet several requirements.

Waitlist

    Housing authorities around the country use a "waitlist" system to determine the next household eligible for housing programs. The waitlist process requires the submission of a pre-application, which collects general household information, such as household composition, disability and employment status, income and age. Applicants interested in leaving public housing to receive a Housing Choice Voucher should contact the public housing authority in the county they wish to reside. As long as the authority is accepting applications, an applicant can transfer once the authority reviews the application. A public housing recipient can also submit a pre-application to her current housing authority. She can then transfer, or port, the voucher to another locale.

Income

    An applicant's income must meet the standard in the area in which they wish to live. Income cannot exceed 185 percent of the federal poverty level for the destination area. Applicants should collect financial documentation, such as proof of income, bank accounts, temporary cash assistance or food benefits and social security income. As long as income, resources and assets fall within the guidelines, an applicant can transfer into the Section 8 program.

Notice

    Public assistance applicants must provide proper notice to their current landlord. Public housing programs require at least a 30-day notice of termination. Applicants can speak with their case manager or the housing authority to determine the required notice. In addition, many public housing programs require proof that the tenant made a final payment on utilities and other obligations, such as cleaning the unit. As long as a tenant meets the moving requirements, she can complete the moving process.

Considerations

    The Housing Choice Voucher waitlist process can take several years to complete. Applicants should expect an extended period before receiving an interview letter. Once the authority sends an interview letter, the applicant should inquire about the amount of time required to receive a voucher. Timing plays a significant role in transferring rental subsidies. Locating a unit, completing an inspection and signing the lease can take longer than 30 days. As a result, applicants may need temporary housing before the authority completes the process.
