What Are the Qualfications for Section 8?

Section 8, a federal supported house choice voucher program, allows low-income families with extreme needs the opportunity to receive safe, sanitary homes at a lost cost. Not only does the program, which is supported by the U.S. Department of Housing and Urban Development (HUD), allow those in need to have housing, but it also ensures that they are living in clean and safe environments. In most cases, the family receiving the house choice voucher pays 30 to 40 percent of the rent. In order to be approved for Section 8 housing, individuals and families must meet certain qualifications. Section 8 housing is available to U.S. citizens and non-citizens who have eligible immigration status.

Financial Need

    Eligibility to receive a housing voucher from HUD is initially based on financial need. The total annual gross income is calculated and must not exceed 50 percent of the median income for the county or area in which they live or plan to live. During the application process, the family income, family assets and family composition will be reviewed to determine the financial need for government assistance.

Family Size

    When determining financial need, the public housing agencies take family size into consideration. Families with more dependents are required to have a lower family income than families with no children. The family size/minimum income factors vary throughout each state, county and city.

Elderly and Disabled Individuals

    Elderly and disabled citizens are eligible for Section 8 housing. While the application process is the same, there is different criteria for individuals and low-income families.

Application Process

    In order to be considered for section 8, individuals must go through the application process. The process is completed through the local public housing agencies (PHA) in each city. Offices can be located on the HUD website (see Resources).

Waiting List

    After a family is approved for Section 8, they are placed on a waiting list. Individuals can bypass the waiting list or be bumped to a higher position if they are homeless, living in substandard living, paying more than 50 percent of their income towards rent, or involuntarily displaced. This is at the sole discretion of the local PHA.

Moving In

    Once you have obtained a housing voucher, the family must find a place to live. The local PHA will suggest properties that have been approved as Section 8. Upon making an agreement with the landlord, a PHA representative must inspect the property to determine that the rent is fair and comparable to other rents in the area.
