Can I Transfer My Section 8 Housing From Indiana to North Carolina?
North Carolina offers many reasons to relocate, such as a median monthly rental cost of $590 and 120 degree-granting institutions. The state has several housing authorities (HAs) that administer the Housing Choice Voucher (HCV) program. Indiana allows HCV tenants the ability to move from one state or locale to another. This process is called portability.
Portability
Housing authorities in Indiana allow participants to exercise a portability option. This process terminates the Indiana HA's obligation to pay rent on behalf of the tenant and the responsibility transfers to the receiving authority. The desired city of residence in North Carolina must have a housing authority accepting ported applications. Tenants must have resided in their current residence or be on the waiting list in Indiana for at least one year. An applicant must submit a request to transfer to the Indiana HA that issued the voucher. The HA will create a portability package provided the tenant served the landlord the appropriate notice to vacate. As long as these conditions are met the transfer can take place. But income and other factors play a role on the receiving end.
Income
The most significant factor connected to the HCV program is income. The program supports households that meet specific income guidelines and the guidelines vary from state to state. Applicants wishing to transfer a voucher to North Carolina must ensure their income falls within the limits of the program for the receiving authority. For example, an individual who obtains a new job in North Carolina that pays income above the income cap will lose her subsidy. As long as the income level meets the receiving authority's guidelines, the transfer can take place.
Voucher
In order to receive a North Carolina voucher, the tenant must complete several steps. She must contact the North Carolina HA and make an appointment to submit income documentation, citizenship verification and Social Security cards for each member of the household. Typically, she also attends a briefing or orientation. Once the steps are complete, the North Carolina HA will issue a new voucher that allows the tenant to locate housing. Once she locates suitable housing, she must submit a request for tenancy approval, which initiates the inspection process. This process can take up to three weeks and failed inspections can take longer. As a result, tenants seeking a transfer should consider several obstacles.
Considerations
Transferring to another state requires substantial financing under typical circumstances. Transferring in the HCV program requires additional planning and possibly more money. The new voucher provides 30 to 60 days to locate, inspect and sign the lease for a new home. As a result, tenants should consider the timing associated with issuing a vacate notice in Indiana, traveling to North Carolina for appointments and locating a new home. Furthermore, funding for temporary housing while conducting the search may be necessary.
