Section 8 Certification
Becoming certified under Section 8 means different things to landlords and tenants. If you are a landlord, you seek to have your housing unit certified for approval to receive government funds for your rent payment. If you are a tenant, your certification is one of the steps that you have to take in order to be granted housing assistance.
Housing Certification
Prior to receiving Section 8 funds, landlords must have their housing units certified as meeting program standards. The property must meet certain health and safety standards and all systems must be operable. The unit must have a fully operating kitchen, at least one bathroom with a tub and a living area with at least one window, which may double as a bedroom. Plumbing and ventilation systems have to be in working order. No needed repairs that impact the habitation conditions of the home can exist inside or outside of the unit.
Tenant Certification
Once a tenant is approved for Section 8 funding, the PHA office requires a signed certification. In this form, the tenant certifies that the information used for obtaining government subsidies is true. Also, the tenant acknowledges that any change in situation, such as income, that may impact the amount of funding is reported to the PHA office. In addition, the certification states that, if it is found that misleading or false information was used on the Section 8 application, the tenant can be removed from the housing voucher program.
Considerations
Certification under Section 8 is important to both landlords and tenants. As a tenant, it allows you to live in safe quality housing that you would not be able to afford without government assistance. For landlords, it is a way to guarantee that you receive all or a portion of your rental income each month. This makes complying with the requirements of your local PHA and continuing to certify for the program beneficial regardless of who you are in the process.
