Illinois Low Income Housing Programs
Finding clean, safe and affordable housing can be a challenge for a family. In Illinois, low income families may qualify for housing assistance through the Section 8 housing program. The Section 8 program provides rental assistance for apartments that meet the Housing and Urban development, or HUD, standards. The availability of housing will depend on the county and the number or people on the waiting list.
General Eligibility Requirements
Recipients of Section 8 housing must be U.S. citizens or eligible non-citizens. Income and asset limits apply. The income limit will depend on where you apply and your household size. The household income must fall below 50 percent of the median income for the area where you live. Federal law, however, requires 75 percent of the available section 8 housing to be occupied by households with income below 30 percent of the median income for the area. You can check the median income where you live on the HUD website.
Project Based
Project-based Section 8 housing in Illinois are privately owned housing units entirely devoted to Section 8 housing. When a Section 8 recipient lives in a project-based Section 8 unit, she will pay no more than 30 percent of her income in rent. The Section 8 program pay the remainder of her rent. If a project-based tenant chooses to leave the unit, the rental subsidy stays with the unit for the next tenant.
Tenant Based
Tenant based Section 8 housing, or housing choice vouchers, are issued to the recipient and are portable. When a tenant leaves the housing unit, he takes the voucher with him to the next unit he rents if he is still eligible. The recipient of a housing choice voucher must locate an apartment that is willing to accept the voucher and that charges rent within the Section 8 guideline limits for the family size. The tenant will pay 30 percent of his income in rent and the Section 8 program pays the remainder.
How to Apply
You must apply through the Public Housing Authority, or PHA, in the county where you live or wish to live. The Illinois Housing Development Authority website provides a search option to find the appropriate PHA office. Long waiting lists are common and some counties may have closed lists. To increase your chances of obtaining Section 8 housing, consider applying to more than one PHA. Additionally, you should ask about preferences when applying. PHA's determine their own preferences. If you qualify for a preference, such as being homeless, you may move ahead on the waiting list.
