Section Eight Income Guidelines for Seniors

Section 8 is a federal taxpayer-funded welfare program designed to assist low-income individuals get into better housing. People of all ages may apply for the program if they meet the minimum income requirements, but the program is especially helpful to seniors, as elderly individuals often faced increased medical costs and may not have enough savings and retirement money to afford housing on their own.

General Guidelines

    The U.S. Department of Housing and Urban Development determines eligibility for Section 8 vouchers by looking at your gross annual income. They compare this figure to the median income for the county or metropolitan area in which you live. The program allows for you to apply as long as your gross annual income does not exceed 50 percent of the county or metropolitan income median. However, by law, HUD must allocate 75 percent of Section 8 funds to applicants whose gross annual income doesn't exceed 30 percent of the county or metropolitan income median. In other words, priority is given to the applicants with the greatest need.

Determining Exact Limits

    HUD recognizes that the standard of living, typical earnings and property values all vary by geographical region in the United States. This is why they determine your eligibility by looking at a percentage of income instead of a specific dollar figure; they assume that your need for help decreases the closer you get to the median income for your area. To determine the exact dollar amount, you should contact your local public housing agency.

Finding Properties

    Section 8 is a voluntary program, meaning that landlords and property managers are not required by law to participate and accept your Section 8 voucher. This means that you must do some research to find senior housing that works with Section 8 participants, even if you meet the minimum income requirements. HUD has a list of properties available by state on its website (see Resources).

If You Qualify

    If you qualify for Section 8 housing as a senior, the next step is to apply for the program via your local public housing agency. Representatives from the agency will ask for documentation that verifies your identity and income, and you must fill out an application form. Because the number of people who need help far exceeds the number of people for whom HUD can provide assistance, it's likely you'll be put on a waiting list. When your name reaches the top of the waiting list, the public housing agency will issue your voucher to you. You then may select your property and arrange your lease. You will be responsible for paying your landlord or property manager the difference between the voucher amount and your rent rate.
