How to Rent for Low Income
The United States Department of Housing and Urban Development works with public housing authorities across the country to administer the Section 8 Housing Choice Voucher program. This program helps low-income families to pay 30 percent of their income toward rent. The Housing Choice Voucher Program allows low-income households to choose what rental housing they want to live in and are not restricted to certain properties or neighborhoods.

Call the local housing authority to find out if any rental subsidies are available. If the housing authority is still accepting applications, you can pick one up at the housing authority's office.
2Complete and submit the application for assistance. The application will ask about all the family members that intend on residing in the assisted unit. When you submit your application, you will need to provide verification of identification, Social Security numbers and birth certificates for all minor household members. Every family member also must meet citizenship requirements to qualify for rental assistance.
3Find a rental unit that accepts a Section 8 voucher as a form of payment. The housing authority will outline for you the requirements the unit must meet to qualify as acceptable housing. The rental charge cannot exceed the fair market rent HUD has established based on the unit size. Also, the housing authority allots you a specific amount of days to locate housing. If you cannot find an acceptable home in this time frame, you may lose your voucher.
4Wait for the rental unit to pass inspection. HUD's Housing Quality Standards ensure that low-income units are safe and decent to live in. The inspector will assess 13 aspects of the housing unit, which include interior air quality, sanitation, neighborhood conditions, electricity and water supply. If the rental does not initially pass the inspection, the property owner is given another chance to bring it up to par.
5Sign the lease. Once the unit has passed inspection, the property owner will provide you with a lease that describes their responsibilities as the property owner, your responsibility as the tenant and HUD's responsibility to make housing assistance payments. The housing authority will determine your eligibility for a rental subsidy on an annual basis. You will need to re-certify your total household income and if any members of your family have moved into or out of the unit.
