Can I Transfer My Section 8 Voucher From South Carolina?

Low-income households receiving Housing Choice Voucher, or Section 8, rental assistance can exercise the option to "port" their assistance. The porting process establishes the payment responsibility with the receiving housing authority. Tenants interested in exercising the portability option must meet several requirements and complete several steps before they can vacate their unit.

Income Verification

    Recipients of the Section 8 subsidy must meet the income guidelines of the new housing authority. Income restrictions vary from state to state. Before initiating a transfer request, a recipient should contact the housing authority that has jurisdiction over the destination city. The applicant's income must meet the standard of the agency, which can differ significantly from that of South Carolina. If the applicant's income falls at or below the limit for assistance, she can transfer the Section 8 voucher from South Carolina.

Transfer Initiation

    Applicants must initiate the transfer process with the South Carolina housing agency that administers their case. The applicant must submit a request to move form, income and household composition documentation and a copy of the vacate notice sent to the current landlord. The South Carolina housing agency will also request proof that the tenant paid the utilities and the last month's rent. If the documentation satisfies the housing agency, the agency contacts the destination housing authority to begin the transfer process. If the destination agency is accepting applications and the tenant's documentation satisfies the South Carolina authority, the tenant receives an appointment and orientation package from the receiving authority.

Unit Search

    The destination housing authority issues a new Section 8 voucher and sets an appointment to meet with the tenant. The appointment introduces the tenant to the authority's program and provides resources for locating a new unit. The applicant has 30 to 60 days, depending on the housing authority's policies, to locate a new unit. Applicants can request an extension if they have a qualifying reason, such as a medical emergency. As long as the tenant locates a unit within the allotted time, she can begin the lease initiation process.

Lease Initiation

    The tenant must submit a request for tenancy approval to the new housing authority. The form initiates the leasing and inspection process. The housing authority will schedule an inspection within three weeks of receiving the tenancy request. As long as the unit passes the inspection, the tenant can execute the lease, pay the deposit and first month's rent and move into the unit.
